With previous firms, Mr. Schaffer provided electric substation design for civil and stormwater management systems. National Grid/Keyspan Energy Services acquired scores of sites requiring remedial action, many of which were former manufactured gas plant (MGP) sites, as a consequence of consolidation in the energy industry.

While with previous firms, Mr. Schaffer designed stormwater management systems, traffic control, construction sequencing, construction follow-on services, and final cover grading in support of the required remedial actions for locations in New York and New Jersey. Mr. Schaffer also performed site civil support for substation design and permitting services for new installations and re-construction of utility scale substations and switchgear. Working with electrical and structural engineers, Joe developed stormwater management plans, provided peer review, and designed temporary and permanent improvements such as haul roads and lay-down areas.

Electric Substation design is typically driven by space constraints, construction logistics, and local concerns.
